As you are aware, in specific circumstances some of our Postal employees have actively become engaged in discontinuance study community meetings, to the detriment of USPS communications with actual customers. Some of our Postal employees have written congressmen and senators, beseeching their assistance in stopping discontinuance studies. Some have banded together with Postal retirees, in an effort to sidestep pr stop processes geared toward bringing our organization back to financial stability. This type of activity is restricted.

667.12 Engaging in Campaigns for Changes in Mail Service

Employees in active status must not engage in campaigns for or against changes in mail service. This regulation must not be construed to infringe on the rights to participate in labor organizations.

  1. Management should realize we are not just an employee but we are also a CUSTOMER TOO! As a customer we have the right to ask for proper service.

  2. OK all of you workroom lawyers, when you put on your carrier uniforms, some of which could use a good rinsing at least, remember this, you LOSE your first amendment rights. And Congress will probably side with you, slugs usually stick together.

Well, lets see…..ok, ok, ok….if every single one of us who doesn’t want the Postal Service dictating our First Amendment Rights in the UNITED STATES CONSTITUTION …should write, write, write, and write some more to every senator, congressman and any other person we want to WRITE to because that is our right under the CONSTITUTION OF THE UNITED STATES OF AMERICA….not only will our congresspeople get the message but we will increase revenue…We are AMERICANS WITH THE RIGHT TO FREE SPEECH. The USPS is a little to big for their britches and their house of cards is crumbling. Of course they want us to keep our mouths shut….it’s like a modern day plantation: PostMASTER, and our retirement and health benefits plans (which we do pay a pretty penny to be bestowed them) are the chains that keep us there…..They just don’t want us tellin’ John Q Public about the whippins’.

  4. I think we ought to apply what Issa is pushing starting with Congress. Start with the most senior people and work your way down. Anyone who has been there over 4 years should be gone. Term limits are a must! Make them pay for everyday items like HEALTHCARE, and they should have the same choices we have….they are no better than anyone else.
    Then we can start with UPPER LEVEL postal management. They are the ones who make the BIG bucks. How many jobs could be saved if their sorry butts were gone? They don’t even TOUCH the mail. We are the ones who actually process and deliver the mail. All they do is push a pencil, make IDIOTIC decisions, rearrange and rework things about facilities they have never been in, and pat themselves on the back. Then they rape the Postal Service by taking a bonus…some to the tune of MILLIONS of dollars when they go. Shame on them! They make triple and beyond what our salaries are, and don’t even pay their healthcare costs. UNBELIEVABLE! Quit raping the Postal Service and the hard working employees who actually CARE about customer service.

    Participate in the informational pickets alongside your Union brothers and sisters. I did. It was well worth my time and draws attention to our plight. It was great to see our citizens smiling, waving, honking horns to show their support. There are many varied opinions on the best way to solve our financial woes. The bottom line is that our elected officials and USPS Board of Governors will have the final say, whether we like it or not. Hang in there folks and play it smart.

  10. hmmm, seems to me we have the hatch act to silence us from participating in partisan politics on the clock, but if a customer asks me a question that is not directly related to any party? will i still be there? how does one answer? i guess we all just say we are in the same boat, public, and private….

    what we do or say off the clock is our own choice as far as postal closings go, as an active employee, it would maybe be best to function as someone who gives advice….that would not prohibit me from providing my family and friends who chose to speak out with information, nor do i think if we are citizens of the affected area that we can be prohibited from speaking out, as citizens…but read lightly, and be mindful of the hatch act….off duty and on duty…..

    ACTIVE Status does not mean on the clock.. look in your personnel file on lightblue.com… If you currently work for the USPS you are on ACTIVE Status.. Then there is Non Active status.. like if you take a long leave of absence or you are in the Military.. your job is being held for you.. Then there is Terminated which means you have been seperated from Active Service.. which means you either Retired or was fired.

  12. I believe the Postmaster General himself broke this so called rule when he stepped forth at least 7 times before Congress and asked for Changes to the way the mail is going to be delivered!

    All this is posted on U-Tube for the whole world to see and yet some moron puts this PDR out to all USPS employees . The ELM Rule in Question here is not about our informational pickets and how SUCCESSFUL THEY WERE.This ELM LAW does not apply in this case.. I believe we as Unions should fight this however we could and have the USPS RE-EDUCATE their managers in the Proper use of ELM LAWS- which until now the USPS has simply ignored.

    Funny how the USPS Twists things to their benefit. It is like playing a game of Monopoly with someone who creates their own rules to win the game.

    Look at how they have ignored the ELM — National Reassement PROGRAM broke many ELM RULES… check this out.. Failure to Reasonably accomodate injured employees — within their offices — within their crafts– within their shifts– within their pay charts. They left a trail of Discrimination so vast.. that it will take a decade or more for all of the cases to be finished and that alone will cost the USPS millions upon millions of dollars in the near future.. not only with attorneys fees but also with court and compensatory and punitive damages.

    Look at the 120 thousand employees in the McConnell Class Action … not including the 2 other class action cases that are set before EEOC.

    Engaging and expressing themselves before Congress and for the world to see… does that not break the same rule they seem to be applying to their own employees?– Obviously they want to eat steak but we are forced to eat slop when it comes to their way of thinking.

  13. what part of save american postal jobs is a negative towards the postal service we want to keep our job and be a part of the american way of life. Ending our jobs would put 660 ,000 people on unemployment how much would that cost you tax payers get a clue

  14. Just finished mail count for rural carriers,route is 42k- 50.5 hrs. would take about 46.5 hrs do to in 5 days. 5+ hours of o/t for me vs 8+ hrs for rca. only savings is ema. after my tsp payment post office loses more money

  16. This is misleading. I can post what I want, when I want as long as it’s not derogatory against the Postal Service. I can also participate in community events, write to my congressman, and exercise my 1st Amendment rights under the Constitution. What I cannot do under 667 of the ELM is say things that are against or disloyal to my service. I can say that my boss and I have had sex on numerous occasions in the office. I cannot say who my boss is or where I work. I can say that I have engaged in illicit activities with my employees. I cannot say who they are or where I work. Do you understand? I don’t think you do. I must get back to my computer games now while earning top dollar in a secretarial role.

  20. union workers dont sign these petitions that the union wants done before oct 29 . they want to keep 6 day delivery . there is not enough mail to justify 6 day delivery. 5 day delivery is the way to go it saves 3 billion a year all these crack head union leaders want is more union dues coming in,while they get there greasy hands and stuff there pockets with union dues. 5 DAY DELIVERY IS THE WAY TO GO JUST LIKE MOST AMERICANS WORK MON- FRI

    They will do all they can to prevent Congress from joining the employees side in the USPS mess created by past management and current management.
    Even it means trying to block postal emplyees First Amendment Rights.
    I wouldn’t be surprised if Issa and Ross suggested to management to come up with this warning.

We are fighting for our jobs and we will do what it takes to keep them, not have upper management steam roll us. Do they honestly think we are idiots? I will have them know, we know more about what’s best for the USPS then they do. Tell them to “step aside” and let us take over and do what’s right. They’ve shown us they don’t know how, or maybe it’s more like they won’t.
