Since 1971, the U.S. Postal Service (USPS) has been a self-supporting wholly governmental entity that was designed to cover its operating expenses with revenues generated through the sales of postage and related products. However, the sharp decline in first class mail since 2006 and the loss of the associated revenues coupled with high operating expenses has left the USPS in a difficult financial position. In the first three quarters of this year, the USPS has run a deficit of $5.7 billion and is not expected to be able to make the mandatory $5.5 billion Retiree Health Benefits Fund payment by November 18, 2011. With declining revenues and increased expenses, it is imperative that Congress take action to address and reform the structural issues threatening to bankrupt this important agency.
At this point in the 112th Congress, a variety of Committee hearings, have resulted in a number of bills designed to address the financial problems facing the USPS. Representative Darrell Issa, Chairman of the Oversight and Government Reform Committee, which is charged with oversight of the USPS, introduced H.R. 2309, Postal Reform Act of 2011, on June 23, 2011. The bill would create the Postal Service Financial Responsibility and Management Assistance Authority, which would have a broad mandate to restructure the Postal Service and reduce costs in order to bring the institution back to fiscal solvency when the Postal Service goes into default to the Federal government. The Authority will be disbanded once the United States Postal Service (USPS) meets several benchmarks that ensure financial health.
The Postal Reform Act of 2011 also empanels a separate body, the Commission on Postal Reorganization (CPR), to review postal infrastructure and recommend closures and consolidations to Congress that will ultimately save the Postal at least $2 billion a year. If Congress does not reject the CPR’s recommendations, they become law. The legislation will also remove several legal hurdles that the USPS currently faces when it comes to reducing costs, including allowing financially unsustainable retail postal facilities to be closed.
H.R. 1351, the United States Postal Service Pension Obligation Recalculation and Restoration Act of 2011, was introduced by Representative Stephen Lynch on April 4, 2011. This bill would amend the method of calculating the amount of any Postal surplus or supplemental liability under the Civil Service Retirement System. Many supporters of this bill argue that the USPS has overpaid into the Civil Service Retirement Fund; however, this claim is based on a hypothetical formula for determining the share of retiree benefits that was never actually agreed to. The USPS claims that, if this formula had been used instead of the current formula which they agreed to in 1974, the US Treasury would owe $50-75 billion to the USPS due to overpayments made toward retiree benefits. Since this formula was never agreed to and the USPS has operated under a different formula since 1974, there was no overpayment made by the USPS.
The USPS is a proud institution that provides vital services and employs thousands of hard-working Americans. Any efforts to reform the USPS must ensure solvency for the agency and the benefits of its retirees, and must modernize its structure in order to adapt to 21st century communications practices.

A winning plan for employees that want to keep jobs for the future as many of us have years to work. Politicans and union leaders think only for the moment and what they can get for themselves. Reckless spending by districts, areas and headquarters has created a financial crisis for the USPS. Who will pay the billions of dollars lost by USPS. Revenue is not going to increase delivering junk mail 6 days aweek. Cost is not going to be reduced to keep afloat due to politicans, unions and management failure to create a survival plan.
All of you speaking about Ryan and what happened in Wisconsin. Let’s clear this up once and for all. It was NOT Ryan, it was the Governor, Scott Walker, who made the changes requiring health care and retirement contributions. That said… I think we’re screwed regardless of who wins in November but all we can hope is that Congress is afraid to do too much to the USPS.
Those of you who say not to vote. That’s wrong. If you don’t vote you can’t complain about what happens in the next four years. Read and then sort it all out and vote for the person you believe will do the best job for the country and the economy. We can’t be so selfish that we think only of our own jobs. US postal worker: I distinctly remember Pres. Young of the NALC telling us to call our congressman in 2006 to tell them vote yes on postal reform. He said it wasn’t perfect and we could change it in the future.

I was leaning towards Ron Paul’s name, or write in, if one can refer to him as a candidate. I have not heard where he stands on our issue’s, but what I have heard him in the debates and in print (except his bubble gum foreign policy), and I think he has some new and refreshing ideas. I was going to vote for him as a loud statement to our Washington leaders, that enough is enough !. My total resentment of Obama and his wife, actually (and for the first time for a candidate), makes me sick. I want to grab a handful of Vicodin to calm myself down. Valium’s don’t work for this kind of sickness. I then would have to chase it down with a 1963 bottle of Seagram’s!. But the trouble with this, I would have to keep it up until after the elections. And my stomach wouldn’t like me anymore.

Just want to say here, everyone has truth to what they say and feel. Bottom line, the average worker is always going to get shafted. Obama has proven, or hasn’t proven in his 4 years, that he can get anything done. Bush is partly to explain with the wars, but only partly. If Obama was any type of a negotiator, he would have brought Congress together, and signed off on some of those unpopular environmental laws that would have created some/many jobs. What about rebuilding our infrastructure, millions of jobs just waiting to start. What is the sense of the environmental rich people, who have money in the bank, and are one of last groups to be financially hurting,whats the sense of their laws/bills, if no one is working to use those things ?

The way I see it is that Congress, Issa, and most of the GOP are turning the tables on the American Working Public. We are led to believe that we are over paid and have benefits that cause the Post Office to go broke. Labor is costing the Post Office. Health Care is costing the Post Office etc. etc. Whats costing the Post Office is it’s Leadership. That is where the Post Office is getting sucked dry! Those people felt entitled to receive all their beaucoup benefits on the backs of the people who live in their state. Are you aware that Wisconsin is one of the highest taxed states in our union? So I applaud Mr. Ryan for trying to help the PEOPLE OF HIS STATE WHO ARE PAYING ALL THE TAXES, NOT THE PEOPLE WHO WORK FOR THE STATE AND RAKE IN ALL THE BENEFITS. They still have their freaking jobs, don’t they? So they have to pay a little more, is that any different than what the Congress just did to us as far as contributing to our retirement? And both Democrats and Republicans voted for that one…the thing that troubles me is that the Congress feels no need to cut their own PLENTIFUL benefits, which also fall on the backs of the American taxpaying citizen. We are the only ones sucking the till dry, when are they gonna come off some of their perks, like constant vacations, freel postage, free healthcare for life, wonderful retirement package unlike the rest of the Federal workforce…you get the picture.

I said he might, that is a long way from stating that he will. Honestly folks, we are in a very long DEPRESSION, and we are not going to get out of it for a very long time. Romney is not the answer. Neither one can do anything about the jobs/economy. Now, one might be better than the other as far as some, ok, some job creation, but nothing that will really make a diff. I’m 53, a 20 year veteran of the Army and work as a letter carrier. I’ve voted in every election since is was eligible to vote. For the first time in my life I am seriously considering not voting. Won’t matter who you vote for. Morally and ethically this country is finished.

Its the fault of the unions. By supporting the Socialist Democrats election after election, they caused what is going on in this country. The unions opened it up for the Republicans and the Tea Party to get in and decimate the working people of this country. Don’t give to COLCPE! I gave to COLCPE for 8 yrs. Can’t possibly vote for this guy, I have heard him speak many times and I know he’s an intelligent man, so when he puts out that statement he knows its bullshit, for years the post office broke even while overpaying into the retirement fund, then they created this bullshit act in 2006 as a way to siphon off some money. Paying health benefits for the next 75 years, absolute crap and when they decided in 2006 how much we would need to pay that was based on a thriving post office before the economic collapse, since then they have gotten rid of a third of the workforce and are planning on cutting it further!! If you work for the USPS and are ignorant enough to vote against our very future by voting for Romney/Ryan, then you should do us all a favor and quit your job/retire since you obviously do not value it.
If you are a postal employee and you are finding it difficult to vote for Obama instead of that lieing sack of dog crap Romney, I’d suggest you start reading everything you can get your hands on about civics. Educate yourself on how our government works. Learn about the duties of the congress, the judiciary and the executive branch. Of course you’ll need a crash course, and please don’t use Glen Beck to learn civics from. But worrying about welfare moms is not gonna make this country any better. Voting against your own interests won’t either. Get that crash course, then vote democratic. Otherwise you’ll be praying to somebody elses idea of god, and enjoying real poverty as the privileged class takes everything.

H H Holmes……..understand your thinking but I also think it’s wrong. Do you really believe that Romney will “Fix” the Economy? Romney is as Phoney as a three dollar bill! The War right now is costing 2 Billion a week. When we bring our troops home and close the gates and concentrate on this Country……then perhaps the Economy will get better. Who will do this? Everything else aside….at least Obama is starting.

GOP talks about “smaller government”, but then wants to create a new “authority” and a new “commission” to destroy the PO.
I have other reasons for not liking Obama, but the Romney/Ryan position on the PO situation makes me unhappy with them as well.
Since its mainly congress that’s in control of the PO issue, maybe vote GOP for PotUS, but vote more Dem in congress.
We’re all probably screwed no matter who wins. Maybe its time to start hoping the world really does end in 2012 – then none of it will matter.
This is the hardest election I have ever had, this hardest time deciding who to vote for. I am an USPS employee. One one hand, if I vote for Romney, he might be able to slowly fix the economy etc. , but then he privatizes my job, and that will be the start, of me being replaced or not making enough to make my bills, this after 28 years of service, and maybe forced retirement at 57! Oh, that will go over really well, with us and the vets/disabled ! Then, if I vote for NO-Job Obama, and he just changed his tune on no SS cuts, and then you have him flip flopping on the marriage thing, and him never saluting our flag, etc, and the socialism/free-checks/immigration by illegals is ok, he’ll probably work to save our jobs, as most dems do.
Like I said, who do I vote for, one will most likely take my job away, but also fix the economy, the other, will be in for another 4 years, and the economy most likely will be the same or worse, but will save my job. What do I do ?

The so called “hypothetical” formula Mr Ryan is referring to shows a clear OVERPAYMENT of 75 years worth. It is interesting to note he has to go back all the way to 1974 in an attempt to justify his attack and denial of the USPS Problems that were essentially created by HIM and his fellow Republinatzis in 2006. This man has no business having ANY say over the future of the Post Office.
