(February 23, 2012) Last year, on September 15, 2011, the Postal Service issued a list of 252 mail processing facilities that it planned to study for possible closing and consolidation. The alleged justification for this process was to ensure that the Postal Service would be able to reduce the number of its mail processing facilities to the extent necessary to deal with a drop in mail volume. There certainly has been an unprecedented drop in mail volume during the past few years, and to the extent that the volume is not expected to return, some reduction in the number of mail processing facilities might be justified. But now the Postal Service has made the closing and consolidation of more than two hundred facilities part and parcel of its destructive plans to downsize the Postal Service and threaten universal service by cutting service standards, reducing the days of residential delivery, and otherwise threatening the historic role of the Postal Service in America. The NPMHU will be examining the latest list of closings and consolidations, and will be working to ensure that only sensible closings move forward, and that any closings that do occur are implemented in a manner consistent with the law and the National Agreement. At the same time, we also are working to negotiate a retirement program that will provide an incentive to mail handlers who choose to retire or resign during the coming months, thereby providing additional landing spots for any mail handlers who may face excessing from their current installations. We will continue to communicate about all developments, as they occur.
The USPS has now released to the NPMHU its list of postal facilities slated for closings and consolidations. A link to that list is attached below, along with copies of the four versions of the employee Stand Up Talks that were to be presented at all mail processing facilities (depending on the status of each facility). Also linked below is the script and key slides from a video presentation from Postmaster General Pat Donahoe, which was to be shown to all employees in conjunction with the Stand Up Talks.

This Bill contains the early Retirement Incentives and Buyouts for FERS and CSRS members.
The APWU will be working to negotiate a retirement program that will provide an incentive to mail handlers who choose to retire or resign during the coming months, thereby providing additional landing spots for any mail handlers who may face excessing from their current installations.
Another joke act from the clowns. FERS first because NAPS looks out for its own. Reason would say do Civil Service first since they are the oldest and highest paid. Who says reason and common sense works in the Postal Service? Whee…

NAPS Members,
The Postal Service held informational sessions on Wednesday, February 22, 2012 in advance of the release of the listing of Plant closures and consolidations that has been released today. NAPS was provided a copy of the list this morning and has provided this list to you along with this message.
There will be many incentives that will accompany the closures and consolidations, we have been advised that there will be a cash incentive option but that the final decision on the exact parameters of the proposed incentives have not been completed. As soon as any incentive plan is announced, NAPS headquarters will disseminate the information to the field.
The resident officers are attending a briefing with the Postmaster General, Patrick Donahoe, at 1:00 p.m. Eastern Time. Should any new information be shared at the briefing that is not included in this message we will send it to you upon our return to our headquarters offices. Also reinforce the need to be in contact with your United States Senators that we are supporting for S 1789.
