USPS Pacific Area Mandates Non Traditional Bids
Info indicates there will be a nationwide excessing move date of Nov. 19, 2011
[ SAN DIEGO, CA ] In a telecom Area compliment management informed the Region of management’s intent to staff to volume pursuant to the opportunities extended in the new CBA- namely to repost Function 1 duty assignments to Non-Traditional Full Time Duty Assignments (NTFTAs).
October Fest
Beginning with the mid October 2011 bid cycle management will repast current traditional full time assignment as non-traditional assignments at the seven (7) major mail
processing plants and the two so called “junior plants” of San Jose and San Bernadino. The one other junior plant, Honolulu, will not be affected at this time, according to
Area Manager of In plant Support Olson. However, the LA NDC will be affected.
Size Matters
Management claims the staffing in Function 1 is based on Baseline models of staffing to work load. According to the Pacific Area this new staffing will match workload to work hours and minimize overtime. The Area claims that the NTFT As will be site specific averaging 25-30% of Function 1 assignments being converted to NTFTAs. Management conceded that in some plants as many as 47% of the bids will be NTFTAs while in some facilities as little as 15% will be reposted as NTFTAs.
Electronic Staffing
Area further indicated that e1994s will be used for these staffing matrices and that locals were consulted last week which in some cases resulted in modifications. Manager Olson also reported that in some facilities there will be 40 hour NTFTs. However, when quizzed by NBA Scoggins as to the CBA protection that no FT employee could be forced into a NTFTA the Area In Plant Support manager revealed that there were more NTFT As to be reposted than were needed for those employees recently converted from PT to FT.
While no FT employees may be forced into a NTFTA, eventually staffing analysis will be entered in webccm (web based staffing) as excessing events. Area LR Manager indicated that the new CSA requires conversions of FT assignments to NT assignments to be reposted. While no one will be forced into these non traditional assignments those that remain vacant will likely be withheld and offered to employees who will face excessing once staffing needs are determined.Eventually all mail processing facilities will repost some traditional duty assignments to non traditional. The top 7 Districts were slated for priority to be followed by junior plants and then all Function 1 operations.
Function 4 Customer Service NTFTAs
Area has directed customer service operations to use earned hours via Customer Service Variance to build 1994s which under the new CBA will review a 13 week period for analysis. 55 level 21 offices and above will do so within the next four weeks. All Function 4 operations will follow eventually. Proposed bids will be presented to the local unions for input per the new CBA. “Locals better face the reality that management is going to take advantage, if not abuse, the $65 million a month flexibility granted to management under the provisions of the new CBA,” stated Regional Coordinator Omar Gonzalez. Local must heed the warnings and appeals as directed by the NBAs and national officials. It appears the PMG is seizing the opportunity and not waiting for Congress to act !

I always love how the Union say’s : “MANAGEMENT CANNOT DO THIS, OR THAT! But then management does it anyway, and we are told by the Union to file a grievance. We file a grievance, and it goes all the way to Step’s 3 & possibly 4, if the Union does not pre-Arb it. We generally wait years while our National NBA’s sit on our grievances for ever, then generally accept pennies on the dollar in pre-Arb to settle our cases. By the time we get a settlement, if it is worth anything, it is too late, because it’s usually 2 or 3 years down the road if were lucky!
AND THE UNION TOLD US TO VOTE YES ON THIS CONTRACT…….YA’LL SOLD US DOWN THE RIVER……WE GET WHAT WE DESERVE………

I read that information from Northeast Area Massachusetts Local and it sure looks like their predictions are coming true. Cliff Goofy and company roundly criticized it, now what Cliffy?
All you APWU members were told by other Union people not to vote for that contract..well it passed by a good majority ..you were told by your Union President this would never happen..well look now ..it is here….there was to much gray area in the contract but you still passed it…
The story is ..Many members do not know the contract or par take in Union buisness…never go to meetings…
The states that rejected the contract were the smart ones..the states that passed it are now paying..also the states that tried to inform others to VOTE NO are suffering ….
That contract was a crime to a UNION member and your president assured members it was a great contract..now look, so many grievences on the contract and job losses….

We in Seattle have been told they don;t want any NTFTAs. Wait until they give the order and force NTFTAs in Function 1. Only thing holding back the entire nation having NTFTAs is HRSSC cannot program these unique bids into WEBcoins YET.

I have a question for the clerks in San Diego. what happened to the fulltime clerks who did not bid. i work in Santa Ana and we are hearing about these jobs/
when the PO started getting rid of lite/limited duty folks they started in San Diego. i said then and i say now…. everyone was laughing at them calling them slugs, lazy, shiftless whatever but the contract protected them….after the post office sees if they can get away with it don’t be surprised when they start on YOU. everyone said she’s crazy they can’t do that don’t listen to her. we have SENORITY. they can’t take our jobs. OH YEAH? call me crazy all you like but they are going to bust that contract every way from friday thanks to this anti union sentiment going thru our country we should have learned from what walmart did to thier employees who tried to unionize. but NO. get ready to kiss your job goodbye. and special thanks to LATINA LADY i think that is her name who spent nights on the internet putting down her coworkers i hope they excess your ass to mostnorthren alaska. for some reason people think they know what’s best for everyone else but whine cry and complain when it happens to them.

Our Senior MDO lowered the boom to the plant employees in San Diego last night. 93 jobs being yanked away and turned into less than 40 hour NTFT jobs, most with only 1 non scheduled day. Employees are in shock and wondering why our union sold them a bill of goods to get them to vote yes on an unfinished and unenforceable contract. I don’t even know how to answer that. I myself voted no and told everyone who asked my advice that a yes vote is not the smart thing to do. But we are stuck now, so what do we do?
All I could say to these 20-30 year employees is that a step 4 is in the works as far as the 6 day work week goes. What I didn’t say was, when we win it, those who bid on the jobs will eventually have them yanked away again so they can have contractually correct work schedules put on them and reposted. Some consolation, right?
Has any other plant experienced this widespread carnage yet? Our NTFT jobs are between 30 and 36 hours a week, and most with only Sundays off.
Mike Morris told me at his contract salesmen pitch last spring that if management starts violating the new contract, I should call Ghost Busters. He failed to give me their number, however. So, who am I gonna call now?

I am scheduled for 6 hours on Monday, but I got 8 hrs holiday leave. And yes I believe the AL is based on work hours. These are just temporary assignments until the real jobs are posted. That is taking forever! They can’t seem to get it together and we are just hanging in limbo.”

@Old Clerk: Idk about clerks. I know that according to the mailhandler agreement if you refuse to be excessed you lose your bid and become an unassigned regular. Your union handbook will have the info.

Our 2 ptfs got a 34 and a 33.5 hour job. No posting. No bidding. Just assigned.
We go 30 ours a week. Still waiting for the bids.

ok.. the big question in our office. they cant excess you more than 50 miles.. so what happens to you ?? if you dont accept the job that is more than 50 miles away??? this is coming in our office..noone knows what to do…serious replies only please…!!!!!

A local office put out their new bids…. all GARBAGE. One bid out of 14 with weekends off. One bid had 5 different start times from 0250 to 0800. One had relief to 4 other offices up to 30 miles away and one day off. ALL of the NTFT bids were 30 hours, 6 days a week. One of those had a 2 hour workday.
We were told that no GARBAGE bids would be put up, but the ties are slipping them through and employees are on the clock to pick a crap bid.
Also the PO is refusing to pay the out of schedule premium for employees who are working outside their 30 hour schedules, even when forced in to work. They are the lowest of the low.
Hated this contract from the time I laid eyes on it. Has holes a high school debater could poke through. Damn it.
