Congressmen Darrell Issa and Dennis Ross’ amendment to its Postal Reform bill will require USPS to “separate” all retirement eligible employees prior to laying off any workers not yet eligible for a pension, and to “separate” the most senior of them first:
(II) the term ‘‘non-retirement-eligible employee’’ means an employee who is not a retirement-eligible employee.
(ii) GENERAL RULE.—A reduction in force under this subsection shall not result in the separation of any non-retirement-eligible employee before a retirement-eligible
employee.
(iii) LENGTH OF SERVICE.—In determining the order for the separation of competing retirement-eligible employees, individuals shall be separated in descending order based on length of service.
(E) SEVERANCE PAY.—A retirement-eligible employee who is separated pursuant to a reduction in force under this subsection shall not, by virtue of that separation, be eligible for any payment in the nature of severance pay.
(F) LIMITATION ON REEMPLOYMENT.—An employee described in subparagraph (D)(i)(I) who has been separated pursuant to a reduction in force under this subsection may not be offered reemployment in any position for which any employee, or former employee, of the Postal Service who is described in subparagraph (D)(i)(II)—
(i) has applied; and
(ii) is qualified and available.
(4) REGULATIONS.—Any regulations necessary to carry out this subsection shall be prescribed by the Office of Personnel Management not later than 90 days after the date of the enactment of this Act.

Where it’s Deaf postal workers are worse confusing about this problem that will not understand why the post office changed so much! Because vri give short 15 minutes and 1 questions that not clear explain about situations! So much fustrating and worry for future for my son’s high school graduation in few months, future college….It’s outrage for everyone having stressful situations! I recently heard a story of the post office forcing someone into retirement. They transferred a 60 year old woman to a new location 3 hours away. Absolutely broke her spirits. She obviously quite because the 6 hour ride was too stressful.

Married to an older worker: A veteran, taking care of family members for years, some of whom have been hurt by the recession, helping co-workers over the years. Still on the overtime desired lists helping younger co-workers taking bumps of their routes. Injured on the walking part of his route this February for the 1st time in his career and broke his back, he was out till June 1st and now back delivering, doing overtime, helping co-workers, still taking care of families at 67. A man to be respected for the years he’s lived and the work he’s done. By not retiring he gets full social security, unlike he would if he retires due to WIA, high 3 would stop, overtime stops, paid vacations, paid sick leave, etc., and he had planned on working a couple more years. However, if compensated he CSRS would be happy to make room for new workers and help save younger workers jobs. Also, I don’t think this says no severance pay on Issas amendment…it only says if you seperate before the reduction in force you won’t be eligible for severance. Maybe this could be good news for older workers if this passes.

I am flabbergasted. I know there are many folks who have maxed out their retirement system and have 41 yrs 11months service time under Civil Service .. I never understood why they would continue to work but it is their choice to stay… Now folks like myself -I have 35 yrs at 59 years old… we are working toward full retirement or 80%. I never planned on working much longer but as I believe we live in a free country I should be able to decide when to retire instead of being forced to retire. I can’t believe how our government has become so corrupt .

Excellent to see common sense approach. ELIGIBLE to retire should be retired with no option. OPM swhould notify date and options available. Employees eligiible to retire are not retiring as they think they will be offered a buyout. They should be notified as to the fact they are going to be retired with a given date.
Young employees need to work a full week; as now stands many are scheduled to work 1-3 days aweek and must seek employment else where to making a living.
PTF carriers are prime examples as in level 21 offices and above there are no PTF clerks. PTF carriers suffer monatarily; employees eligible to retire make it known leave only with a buyout. Need a forceout to give younger employees with families an opportunity.
