McCain Wants Postal Workers To Pay More For Health, Life Insurance And Limit Postal Execs Pay

Senator John McCain submitted several amendments yesterday  to be proposed by him to the bill S. 493, to reauthorize and improve the SBIR and STTR programs, and for other purposes. One amendment would decrease the amount of contributions paid by USPS toward Postal Workers health and life insurance. The other amendment would limit the amount of pay compensation for Postal Officers and other employees not to exceed total compensation of the Vice-President of the United States.

At the end of the bill, add the following:
SEC. lll. POSTAL SERVICE POLICY.
Section 101(b) of title 39, United States Code, is amended—
(1) in the first sentence, by striking ‘‘a maximum degree of’’; and
(2) in the second sentence, by striking ‘‘No small’’ and all that follows through ‘‘being’’ and inserting ‘‘It is’’.

SEC. lll. LIMITATION ON POSTAL SERVICE CONTRIBUTIONS FOR LIFE INSURANCE AND HEALTH INSURANCE BENEFITS.
(a) IN GENERAL.—If the Postmaster General does not submit a certification described under subsection (b) to Congress before fiscal year 2012 and each fiscal year thereafter—
(1) no sums may be appropriated from the United States Treasury to the United States Postal Service with respect to that fiscal year; and

(2) notwithstanding section 2005(a) of title 39, United States Code, the United States Postal Service may not borrow any money under that section with respect to that fiscal
year.

(b) CERTIFICATION.—A certification referred to under subsection (a) is a certification that, with respect to the applicable fiscal year, the contributions by the United States
Postal Service for employees for—
(1) life insurance benefits shall not exceed the maximum contribution provided for under section 8708 of title 5, United States Code; and

(2) health insurance benefits shall not exceed the maximum contribution provided for under section 8906 of title 5, United States Code.
At the end of the bill, add the following:
SEC. lll. LIMITATION ON PAY OF OFFICERS OF THE UNITED STATES POSTAL SERVICE.
(a) REPEAL OF EXCEPTION TO COMPENSATION
LIMITATION.—Section 3686 of title 39, United States Code, is amended—
(1) by striking subsection (c); and
(2) by redesignating subsections (d) and (e) as subsections (c) and (d), respectively.
(b) LIMITATION ON PAY.—Notwithstanding any other provision of law, the total annual pay of the Postmaster General or any other officer or employee of the Postal Service
may not exceed the total annual pay payable to the Vice President under section 104 of title 3, United States Code, until the Postal Service has paid—
(1) any obligation and any borrowed money under section 2005 of title 39, United States Code; and
(2) any other debt owed to the United States Treasury.

  3. The reason Postal Employees pay less is because our contract is negotiated not set by Congress. Before the Postal strike everything regarding postal employees was set through Congress. At that time postal wages were so low that many, many postal employees, who had families, had to get food stamps to support their families. I know, I heard first hand from these guys. McCain can just keep his hands off the Post Office and let the collective bargaining process take it’s course.

  11. The U.S. VP earns $227,300 per year. dave is right. Most federal employees, including senators, pay a higher percentage than postal employees for insurance. Also, postal retirees pay the same as most federal employees. Postal employees are one of the few groups that less than other federal employees. How much would postal employee’s percentage rise? It would almost double.

Why do the republicans do not care anything about the disabled or average elderly person that is already struggling to make it! The working americans can hardly make it now with the amount of health insurance we have to pay now. We already pay co-pay and anything else that our insurance do not cover. Why don’t these wealthy senators and congressmen try making in our shoes for a day or so!! Is this still America or some thrid world country!!

  14. we workers have earned our health insurance through our years of hard work. elected officials shouldn’t be entitled to anything except to serve your term and get out. didn’t we agree some time back for bargaining rights in exchange for a “no strike clause?

  15. What about the 835 USPS executives who pay nothing towards their health insurance? Does the senators plan to reduce executive salaries include just base pay or total compensation after bonuses and defered compensation? Remember the total pay for Jack Potter in 2010 was base pay $275,000 and after bonuses and other compensation came to $798,000!

It looks like this proposed amendment , if passed, has the potential to negatively impact small communities (39 U.S.C. 101(b) ) and punish the U.S.P.S. by removing a source of revenue (39 U.S.C. 2011 ) for non-compliance! Facing a cash flow problem, the service would have to float their obligations on Wall St. and become indentured to private investors. This will mean some degree of privatization , as money will not be loaned out unless some concessions are granted. Where else would the service get it’s annual tranche? That’s what you get from lack of fiscal discipline, whether it is at home or in the U.S.P.S.! A good many of the Board of Governors will probably embrace this as it will mean lucrative careers for them in the new postal service!

The rich republican-democrat conservatives have no concern for working class people other than to use them to further accumulate wealth by working at low wages with few benefits such as health coverage and retirements plans. This group supports moving manufacturing from this country to central America, Asia, paying below poverty wages, provide living in huts or paper boxes outside the plant and living above their country s standard of living due to American entrepreneurial quest. Should this not give needed boost to increase wealth start a war theater such as Iraq. Bush-Cheny giant oil firms such as Halliburton, Exxon, and others made money for the wealthy oil benefactors.
    GDP 2% .3 growth needed in this country to 5% TO REDUCE UNEMPLOYMENT to 5-6%.
    B/CB/S cost high due to coverage provided federal elected politicians who are above the working people.
    Higher echelon Postal Management salaries should not exceed VICE PRES. salary. Should not even be comparable as this group is paid based on a level in government service. These people are paid without measurable results as in the private sector where big buck are made per results to add value to the company such as FED X CEO +7MILLION and stock options. USPS mandated to operate at break even point and Board of Governors who should be comparable to board of directors continue to add people without strong demonstrated financial as was last appointment in Storman.
