Redesigning USPS: Changes To Be Announced In Late March

On Jan. 7, PMG Pat Donahoe announced the beginning of an organizational redesign that will help streamline the Postal Service. The announcement included a 16-percent reduction in the officer ranks of the Postal Service and the impending closure of the Southeast Area .

The redesign process continues. Donahoe, the Executive Leadership Team, and area and headquarters vice presidents are currently examining the existing organizational structure, recommending where USPS can be realigned to better match resources to workload. Decisions based on this review are scheduled to be announced by the end of March. This announcement — a major benchmark in the long-term redesign of the Postal Service — could include district closures, as well as changes in organizational structures at headquarters and in the field.

The March announcement also could lead to a reduction in force (RIF) or voluntary early retirement (VER) for specific groups of employees. If implemented, the VER option will be announced along with the new organizational structure.

“Communicating with employees on our redesign policy is an important and ongoing process,” said Chief Human Resources Officer and Executive Vice President Tony Vegliante. “We will continue to keep employees up-to-date as our plans are solidified.”

Resources will be available on the Human Resources Organizational Changes website throughout the redesign process. RIF and VER timelines — once announced — also will be posted on this website, as well as guidance to help affected employees make informed decisions

  1. City carriers need to go to evaluated routes. You won’t have carriers like the one’s in Philly sitting in a bar having 7 beers on the clock. You also can get rid of 50% of your EAS. It is a win-win.

  3. The best solution to streamline is to RIF all Managers who have a history of violating the Civil Rights Act of 1967…Good Bye! PMG should start firing bad managers instead of promoting them too much money is spent on Mediation-Grievance-EEOC-Merit Protection – GET RID OF THE NEGATIVE WASTE – If the PMG would start firing managers who think they can run his/her office off of feelings and the continuance of threatening employees – FORCE THEM OUT WITHOUT THEIR RETIREMENT BENEFITS – LET THEM SEE HOW IT FEELS TO APPLY FOR UNEMPLOYMENT BENEFITS AND BE DENIED AFTER YOU HAVE STARTED RECEIVING YOUR BENEFITS AND TWO OR THREE MONTHS LATER A IGNORANT MANAGER FILES AN APPEAL AND YOUR LOOSE YOUR BENEFITS –LET THEM KNOW HOW IT FEELS TO BE THE TARGET OF MANAGMENT —–

  5. Some managers may be dead weight in some offices. Headquarters is obviously wayyyy overstaffed but let us not forget about all the craft and carriers who barely give 30% in a tour–they too are dead weight and are hurting our offices and putting us on the lis to be closed. “Fair day’s work for a fair day’s pay.”

  6. I THINK THE USPS AND FEDEX WOULD MAKE AN INTERESTING MERGER.THE USPS COULD HANDLE THE LETTERS AND FLATS AND FEDEX COULD HANDLE THE PARCELPOST AND EXPRESS MAIL.ALONG WITH PRIORITY PARCELS.
    I WOULD EVEN BUY STOCK IN IT.BETTER YET I WOULD TRADE MY RETIREMENT AND TURN IT ALL INTO OR OVER TO COMPANY STOCK.
    IF THIS WAS TO EVER HAPPEN YOU WOULD SEE ALL THE DEAD WOOD GO.I MEAN UPPER MANAGERS AND CRAFT WORKERS.

  7. He said open and transparent, lets see the names of the 16% reduction and where these people end up, if they just move to some other eas position then he’s just bullshitting and pulling the same old smoke and mirror shuffle that has been going on forever.

  8. While the EAS ranks are to be thinned by 16% (note that is equal to 1/6 or reduction to 5 day delivery), I predict that the crafts will be cut by 25%….

  9. Reducing management at ALL levels is long overdue. The Post Office structure has become shaped like a mushroom, with the top echolon growing larger and larger every year. Other companies like U.P.S. and Federal Express have reduced managerial and administrative positions when business was slow; somehow the Postal Service ADDED positions, particularly at Headquarters. How can a company have over 40 Vice-Presidents and expect to remain profitable. The Post Office is a simple business and should have a managerial structure that reflects that. If you don’t touch the mail, you are overheadand management should be very careful about creating positions that are non-productive.
    In addition, employee morale suffers enormously when all they see and hear of is more and more management jobs being created.
    Perhaps Donohoe is trying to manage like a business and not with the monopolistic attitude that seems to have dominated management decisions up until now, but it remains to be seen.
    The smart money says that what he says at the top will be very different from what reaches the bottom ! ! !

  11. Why don’t you guys figure out that if you don’t touch the mail,
    you are dead weight…Everyone who works for the post office
    knows how to do their job and does it…You haven’t hired anyone
    in God knows how many years…Do you really don’t need a supv standing there
    telling anyone what they are suppose to do….. and if you do then you need to get rid of that employee…………..HOW HARD CAN IT BE

  12. Reading between the lines for those affected there will be no bonus money.
    It’s a RIF. One either retires, quits or moves to Timbuktu and at a lower level.
    Wow what a great idea, we are finally getting rid of bean counters. OK I know

  13. Remember one thing anybody who doesn’t handle the mail is overhead. The way to go is get rid of 60% of the useless deadwood managers
