Text of Bill For Letter Carriers To Serve As Census Counters

Congressman Jason Chaffetz (R-UT) introduced legislation for the U.S. Postal Service to team up with Census Bureau. The letter carriers will help with the once-a-decade count of how many people live in America.  Below is the text of the legislation introduced July 10, 2009. So far the bill has nineteeen co-sponsors.

A BILL
To allow mail carriers to serve in temporary enumerator positions in connection with the 2010 decennial census.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. FINDINGS.

Congress finds that–

(1) the United States Postal Service–

(A) has more experience than any other organization in locating and delivering services to households in the United States; and

(B) is therefore uniquely qualified to assist the Bureau of the Census to achieve a complete and accurate enumeration of the population;

(2) due to reduced mail volume, the United States Postal Service has a surplus of employees; and

(3) allowing mail carriers to serve as enumerators in the 2010 decennial census will help the Government to realize a net reduction in costs by obviating the need to hire non-Federal personnel for temporary enumerator positions.

SEC. 2. TEMPORARY ENUMERATORS.

(a) In General- Before resorting to non-Federal personnel for service in temporary enumerator positions in connection with the 2010 decennial census, the Secretary of Commerce shall, with the agreement of the Postmaster General, utilize the services of mail carriers to the maximum extent practicable.

(b) Limitations- Any agreement under this section shall include provisions for the selection of mail carriers who will serve as temporary enumerators, except that, under such provisions, a carrier selected to serve as a temporary enumerator–

(1) shall not be required to perform any postal duties on a day on which such carrier is serving as an enumerator; and

(2) shall not be required to serve as an enumerator–

(A) more than 1 day a week; or

(B) after the services of letter carriers under this section are no longer required, as determined by the Secretary of Commerce.

  1. how do we find out about this ???? Because the office I am in even though I am the Top RCA I get the least amount of hours because the post master doesnt like me she likes and is chummy with the RCA with the least amount of senoirity.

  2. Letter carriers have mail to deliver. Clerks on the other hand have very little to do. Infact a lot of clerks are on furloughs.

    As a letter carrier my job is to deliver the mail, not harrass people. Give someone else the job.

  3. Last week we had 16 of 34 routes with no coverage, and mandatory V-time. Surplus employees? Not around here.

  5. The letter carriers are the true heros of the Postal service. Of the entire Federal Government

  6. How about cross-training for McDonald’s and WalMart due to near-future unemployment of many of said carriers.

  7. To the 2000 Census taker. If you read it completely they would not deliver mail and conduct Census taking at the same time. They are looking at making April 1st a “holiday” to where the mail carrier would ONLY perform Census work. Then they would resume carrying mail the following day. That way, the entire Census should be completed in a very short amount of time. All in one day if all goes well. Instead of hiring people to do it and it take weeks to do. Besides, the mail carriers already go to every household. Who better for the residents to trust with personal information?

  8. Can not do both jobs at the same time. There are many positions needed to do the Census. I was an enumerator in 2000.There is more to it. Can’t hold a Census bag and a mail delivery bag at the same time. This need to be rethought and planned out. Hey where do one sign up it was sort of a good temporary job; would not mind doing it again.
