USPS Running Amuck With So-Called “Migration Plans”

The PMG plans to cut 100,000,000 work hours in 2009 so Area and District managers are running amuck with their so called “Migration Plans.”

Throughout the United States, from Puerto Rico to Hawaii (and all parts in between) management has declared an excess of postal employees and is using the economy and the decline of mail as the excuse to implement, in full force, their Network downsizing.

No employee is immune. Beginning Saturday March 14, 2009 a 15-20% cut in supervisors/managers was implemented, so just about everyone in the Post Office will be affected one way or another. Thousands of postal employees are scrambling for jobs.

The problem is the way in which management is “repositioning” craft employees. Because of union protection against lay off, management has to find jobs for dislocated employees.

Management’s Strategic Plan I (2002-2005) and Phase 2 (2005-2010) and Evolutionary Network Development deal with excess capacity and excess capital. This was before the recession began in 2007 and declared in late 2008.

Network realignment has been part of management’s plan and was included in the report of Bush’s Presidential Commission on the US Postal Service. In June 2008 USPS submitted the Network Plan to the US Congress before the recession was declared.

Network realignment is a major component of the Network Plan issued to Congress. It as three major parts:

• Closure of Air Mail Centers
• Elimination of excess Mail Processing in P & DCs
• Transformation of the BMCs

Vision 2013 is a plan to revamp and/or curtail retail activity by:

• Redirect customers to non postal vendors
• Reduce patron transit time, streamline customer processing
• Expand self-service options
• Relocate retail units, change hours
• Separate Retail from Delivery
• Share space with competitors
• Have carriers do more house calls and provide retail services
• Use more CPUs and establish some Post Office Express (POE)

Management’s mess is going to get worse and not just junior employees will feel the pain of migration. The Union is challenging contract violations but we need your continued support!

note: USPS has expanded the distance in which employees can be excessed from 100 to 500 miles. USPS is also excessing Clerks into letter carrier and other crafts.

  1. what’s hurting the craft employees is the TEs that get more hours than we do. they get all the OT but those of us who have given our heart and sweat to become a career emloyee they are treating us like SH–!!!!! GIVE US A BREAK!!!!!
    STOP HIRING THE “TECHNICAL EMPLOYEES” SO WE CAN SURVIVE!!!!!!!!!

  2. maybe if they would stop giving “THE POSTMASTER” a 6 figure bonus AND a 6 figure salary for doing nothing but demanding that us “craft workers” reach impossible scores AND hiring TE’s maybe just maybe we could get on track. Stop telling costumers to use non postal vendors and then maybe we won’t lose money. GET REAL!!!!!!!!!!

Hey!Welcome to my world,clerk world that is.First window clerks got beat up with secret shopper, get handed letters of warning,then we get beat up opening up late 10AM,go back to dumping crap mail get pulled off window to do dispatch and leave one window clerk on to handle pissed off customers.Then I get excess after 21 years.Ha Ha Managers I hope you are all sweating bullets like I did.By the way if anyone is here from the union I don’t want ten hour days.I know as a clerk they would give us a 10 hour day with a two hour lunch.Ha Ha Ha.By the way I worked in my office with no air conditioning for two years so forget about the illegals working for USPS.They are better off working outside.

  5. Postal management is full of Shit! They will not cut any management jobs just shift people around with new titles!! They will however go after the letter carriers because in their minds we are the biggest expense of labor . Never mind that we have some supervisors and PM’s making big bucks doing shit all Day !!!!

  6. I got excessed 500 miles and am now out of work. They made me choose between my house, which I have a lot of money in, but would have lost my ass trying to sell, and my job. The day after I was notified, I walked in on a meeting and told the whole lot of them to kiss my f$%king ass and I will see them in Hell. Threw my badge down and walked out. 10 f$%king years wasted at this Hell Hole.

  15. We are still adding 204bs. I don’t see anything being changed. It’s all a load of crap so they can say they are doing something. And next year demand pay cuts and bust the unions. INSIDE JOB.

  16. Does anyone really think that management will eliminate 15-20% of the managers? If they do, it will be a first.

    Normally they just move them around or give them a new job title. Problem solved, but the numbers remain the same.

  26. Lay off excess management or put them in a craft that needs employees and let them work for once. Lay off TE’s that are not needed. Give incentives for craft personal to want early outs. I would think that would help the postal service. Not all this other crap!!!!!!!!!!!!
